In making a request to the Office of the Bronx Borough President, please note that the office will only communicate with representatives who work for the organization applying. There will be no communication with consultants, lobbyists or other external representatives regarding the request.
The Office of the Bronx Borough President is mandated by Sections 211 and 249 of the New York City Charter to receive and disburse a discretionary capital allocation every fiscal year. The amount of funds available to the Borough President is determined by the physical size and population of the borough, as well as the City’s capital budget for that fiscal year.
The Borough President’s discretionary capital funds are not allocated directly from the Borough President’s Office. Instead, any allocation made by the Borough President is placed as a line item in the budget of the appropriate agency’s budget [i.e. any monies for a Housing project would fall under the purview of the Department of Housing, Preservation and Development (HPD). After the city’s budget process is completed, Awardees are notified in writing when the Fiscal Year begins on July 1st.

Sustainable Development Policy
This memorandum sets forth the mandate that projects meet certifiable sustainability standards to receive Borough President Capital funds. The mandate applies primarily to housing and community facilities. Relevant programs establishing sustainability criteria are: NY State Energy Research & Development Authority (NYSERDA), Enterprise Green Building Criteria, The U.S. Green Building Council’s Leadership in Environmental & Energy Design (LEED) standards and New York City’s Green Building Law. Developers seeking BP capital funds should be required to attain certification under one of the identified programs.
Project design must be independently certified before funds are dispersed.

Cultural Affairs
Department of Cultural Affairs (DCA) projects are reviewed by the Department of Cultural Affairs in coordination with the Office of the Bronx Borough President and the Office of Management and Budget.

Education
The Office of the Bronx Borough President has supported the renovation and creation of libraries, science labs, playgrounds, green upgrades, media centers, school clinics as well as the purchase of computers, smart boards and Mobile Science labs.
Please complete the funding form, that contains a School Construction Authority (SCA) or Department of Education (DOE) Division of School Facilities approved cost estimate.

Please note, if you are requesting funds for technology or equipment, please assure that your school’s electrical system can handle your request. The Office of the Bronx Borough President is unable to fund upgrades to electrical systems.

Charter Schools
Charter schools are viewed as not-for-profits and will need to fill out the non-City Capital Request Form and adhere to those guidelines, unless they are on City-owned property or co-located with a public school. In these two instances, a charter school does not need to fill out the non-City Capital Request Form. Otherwise, please refer to the non-City Capital Request page.
Private Schools
No funding will be provided to private elementary or secondary schools, except schools where one-hundred percent of the student body consists of special education students with disabilities whose tuition costs are covered by the City’s Department of Education, provided that any such school is not located in the building of another school.
Health and Hospitals

Fiscal Year 2026 Capital Budget Process: Non-City-Owned/Non-City Property
To be considered for Capital Funding please complete the funding form and submit a Letter of Intent addressed to Borough President Gibson by:

Important: OMB requires a minimum 10-year lease for capital funding to be eligible on non-City-owned leased properties. All other projects on non-City-owned property must be owned by the organization applying for funding.

Cultural Affairs
Projects are reviewed by the Department of Cultural Affairs (DCLA) in coordination with the Office of the Bronx Borough President and the Office of Management and Budget. DCLA expects to release its application in early January. The CapGrants Portal (where applicants will upload their completed materials) is expected to open thereafter.

Requirements
Housing
Most Housing Projects are exempt from the Not-for-Profit requirement as per HPD’s statutes which allow private, for-profit developers, in addition to Not-for-Profits, to apply for funding that serve the public purpose of creating affordable, equitable housing.
The City will not reward recipients who have not complied with previous funding agreements. Non-compliance cannot be remediated.
New Construction/Rehabilitation/Acquisition
- The applicant must own the property where the allocated monies will be used, unless the property in question lies on ground leased or owned by the Federal Government or New York State. Private leases of 25 years or greater will also be considered. This requirement may be waived for Senior Centers only if:
- The landlord agrees to the City’s restrictive covenant.
- There is no other financing on the property.
- Projects on non-City-owned property must meet a minimum monetary request requirement of $500,000 per project, and $35,000 per housing unit.
- The City will have first right-of-lien on the property.
- Total development cost must include a 2.5% administrative fee, and a 15% contingency built-in.
Additional Borough President Submission Requirements
Letter of request addressed to the Borough President, with copies to the Director of Capital Programs Betty McCray and Director of Planning & Development Juton Horstman, that includes:
- The address with the identifying block and lot numbers, as well as number of buildings on the property.
- Detailed information on the population served on the premises (i.e., Senior Citizens, homeowners, low-income populations, etc.).
- Total number of units with breakdown (1BR, 2BR, 3BR, etc.)
- Anticipated number of jobs, both construction and permanent.
- Development budget for the project that includes all projected sources and uses for both hard and soft costs.
- Site plan
- Rendering
- Typical floor plan
- Organizational background with a focus on Bronx projects/programs.
- Information regarding on-site services, landscaping, architectural context, etc.
- Current support from local Community Board and City Councilmember.
- Pro-forma (if possible).
Green Requirements
In addition, all project funded by the Office of the Bronx Borough President are required to meet one of the following established green building certification programs:
- LEED (Leadership in Energy and Environmental Design)
- Priority is given to buildings with LEED Silver and higher.

NYSERDA Multifamily Performance Partners and Energy Star Programs
Priorities
The Office of the Bronx Borough President will give special consideration to projects containing the following components:
- Homeownership
- Mixed-Income
- Mixed-Use
- Senior Housing
- Mixed-Supportive Housing
- Affordable/Mixed-Income projects with at least 10% three-bedroom units
Equipment
- Minimum request requirement for any movable property purchase is $50,000
- Minimum request requirement for any Minor Degree of Attachment to Real Property is $250,000.
- Minimum useful life of the equipment purchase must be 3 years.
- The City may fund up to 100% of equipment purchases.
- Computers must be purchased as part of a networked system.
- Central air conditioning is eligible. The cost of stand-alone air conditioners is not eligible as a Capital Project except as part of Initial Outfitting
- Electrical system upgrades are not eligible for funding. When ordering equipment or technology, please be sure that the building’s electrical facility can handle your request.
All Other Non-City Capital Projects
In addition, applicant submissions must include the items below, as per the Office of the Bronx Borough President.
