REQUEST LETTER, PROJECT SCOPE AND DEVELOPMENT BUDGET DUE 1/16/09.

The Office of the Bronx Borough President is mandated by Sections 211 and 249 of the New York City Charter to receive and disburse a discretionary capital allocation every fiscal year. The amount of funds available to the Borough President is determined by the physical size and population of the borough, as well as the City’s capital budget for that fiscal year. The next fiscal year (FY10) runs from July 1st, 2009 through June 30th, 2010.

 

The Borough President’s discretionary capital funds are not allocated directly from the Borough President’s Office. Instead, any allocation made by the Borough President is placed as a line item in the budget of the appropriate agency’s budget [i.e. any monies for a child care center would fall under the purview of the Administration for Children’s Services (ACS)]. After the city’s budget process is completed, funds are released on July 1st. All awardees should work directly with the specific agency associated with their allocation, as well as with the Office of Management & Budget (OMB), to confirm their allocation, track its progress and ensure receipt of their capital allocation monies.

 

Below are the OMB Guidelines, Summary Bullet Points and Request Form for non-City-owned Capital Requests.  If your organization intends on applying, please carefully read the Guidelines below.  Projects will not be awarded if the Request Form and entire submission are not properly completed.

For Department of Cultural Affairs projects, please read the DCA notice and fill out this short form first.  DCA timeline is in the notice.

In addition, applicant submissions must include the items below, as per the Office of the Bronx Borough President.  Some of these requirements may be part of the OMB Guidelines, but please be sure to include these with your submission:

 

• Letter of request addressed to the Borough President, including:

o The address with the identifying block and lot numbers, as well as the number of buildings on the property.

o Detailed information on the population served on the premises (i.e, Senior Citizens, low-income populations, etc.) and number of jobs expected, including both construction and permanent.

• Development budget for the project that includes all projected sources and uses for both hard and soft costs.

• Site plan/rendering /floor plan.

• Current letter of support from the local Community Board and City Council Member.

• Organizational background with a focus on Bronx projects/programs.

• Pro-forma (if possible)

• Information regarding on-site services, landscaping, architectural context, etc.

• For Housing projects, please identify the number of units and a unit breakdown.

 

 

Priorities and Criteria

 

Housing

For housing capital budget allocations, The Office of the Bronx Borough President prioritizes the following: affordable homeownership, supportive housing projects, senior housing projects, mixed-income/mixed-use projects, Mitchell-Lama rehabilitation projects, and any project that will maintain affordability. Any projects where at least 10% of the units are three-bedroom will also receive special consideration. In addition, all projects funded by The Office of the Bronx Borough President are required to meet green building and sustainable design features based on the established green building certification requirements. We expect each applicant to show that they will at least meet a level of equivalency. Please refer to the following websites for more information :

Projects not showing green equivalency standards will not be considered.

 

 

Education

The Office of the Bronx Borough President has supported the renovation and creation of libraries, science labs, playgrounds, media centers, school clinics as well as the purchase of computers, smart boards and Mobile Science labs.
